What you’re looking at is a photo of a bullet that passed just on the turn, and cut the paper neatly in half.
I’ve seen similar things happen with 22LR pistols, but never a “lucky shot” like this that cuts the whole paper. And in a competition this would score as zero unfortunately, so not so lucky after all.
